ะ (a) is a short vowel sound which has the same sound as ั and is easy to remember since it is two ั written one above the other. ะ can only occur at the end of a syllable.
As ะ is a monophthong (single vowel) and short, it is always a ‘dead’ ending. So if ะ is preceded by a middle or high class consonant symbol (or combination of them) then it will have a low tone.
